The National Human Rights Commission (NHRC) has taken cognisance of a complaint filed by Sewa Nyaya Utthan Foundation (SNU) and issued a notice to the Deputy Commissioner of Police (South East), Delhi, directing the police to investigate the allegations and submit an Action Taken Report (ATR) within two weeks.
The complaint concerns the alleged exploitation of a vulnerable single mother through deception, identity concealment, physical abuse, coercion and theft.
According to our complaint based on a survivor’s testimony made to us, an individual named Shahid Parvez contacted her through social media in March 2023 while posing as “SK Yadav” alias Suresh. After gaining her trust with a promise of marriage, he persuaded her to live with him in Kalkaji in 2024.
The complaint further states that the victim later discovered that the accused had concealed his real religious identity, and was already married and had two children. She was subsequently subjected to physical violence, forced to sign fraudulent Nikahnama documents changing her name to “Sibra Parvez,” and was ultimately abandoned on 9 June 2026 after the accused allegedly fled with all of her ancestral gold jewellery.
SNU requested the Commission to seek an immediate Action Taken Report from the police, ensure the prompt recording of the victim’s statutory statement, direct a fair and time-bound criminal investigation, and provide protection to the victim and her minor child.
After examining the complaint, the NHRC observed:
“The allegations made in the complaint prima facie seem to be violations of the human rights of the victims.”
The matter was placed before the Bench of the NHRC presided over by Hon’ble Member Shri Priyank Kanoongo, who took cognisance under Section 12 of the Protection of Human Rights Act, 1993.
The Commission has directed the DCP, South East Delhi, to have the allegations inquired into and submit an Action Taken Report within two weeks for the Commission’s consideration.
The NHRC notice reiterates that the Commission, established under the Protection of Human Rights Act, 1993, has the mandate to protect and promote human rights in India and possesses the powers of a civil court while conducting inquiries under Section 13 of the Act.
The Commission has also directed that a copy of the Action Taken Report be forwarded to the office of the Bench hearing the matter.
The development marks the formal intervention of India’s apex human rights body into the case following the complaint filed by Sewa Nyaya Utthan Foundation.
