The National Human Rights Commission (NHRC) has taken cognizance of a complaint filed by Sewa Nyaya Utthan Foundation (SNU) regarding the alleged slaughter of a buffalo inside the premises of Shalimar Convent Higher Secondary School, Bhopal, in the presence of school children, and has issued notices to four senior authorities in Madhya Pradesh seeking Action Taken Reports (ATRs) within two weeks.
The notices have been issued to the Municipal Commissioner, Bhopal Municipal Corporation, the District Magistrate, Bhopal, the Commissioner of Police, Bhopal, and the Principal Secretary, Department of School Education, Government of Madhya Pradesh.
According to SNU’s complaint dated 15 June 2026, a buffalo was slaughtered inside the school premises while students were present. The complaint said that children reportedly witnessed the graphic killing and were subsequently made to clean blood, animal remains and internal organs from the campus, violating their rights to safety, dignity and a healthy educational environment.
SNU requested the Commission to order an independent inquiry into the incident and ensure appropriate action against those responsible.
After examining the complaint, the Bench of the National Human Rights Commission, presided over by Hon’ble Member Shri Priyank Kanoongo, observed that the allegations prima facie appear to constitute violations of the human rights of the victims.
Invoking its powers under Section 12 of the Protection of Human Rights Act, 1993, the Commission directed the four authorities to inquire into the allegations and submit Action Taken Reports within two weeks for the Commission’s consideration.
The NHRC’s order also directs that copies of the reports be forwarded to the Bench for further examination.
Welcoming the Commission’s intervention, Sewa Nyaya Utthan Foundation stated that educational institutions are expected to provide children with a safe, dignified and healthy learning environment. The organisation expressed hope that the inquiry would establish the facts, fix accountability wherever required, and ensure that the rights and welfare of all affected students are adequately protected.
Sewa Nyaya Utthan Foundation continues to work through legal interventions, institutional engagement and public interest advocacy to protect the rights of children and promote accountability wherever allegations of human rights violations arise.
