New Delhi: Sewa Nyaya Utthan Foundation (SNU) has approached the National Human Rights Commission (NHRC) seeking urgent intervention in the murder of Vikas alias Ravi (36), a barber from Holambi Khurd in Outer North Delhi, and has requested a detailed report on efforts made to apprehend the accused persons.
The complaint was submitted before NHRC Member Priyank Kanoongo following a field visit by an SNU team to the victim’s locality and examination of information contained in FIR No. 327/2026 registered at Police Station Narela Industrial Area.
According to the FIR, Vikas alias Ravi sustained fatal head injuries during an attack that took place in the early hours of 5 June 2026 near House No. 214 on the Holambi Khurd–Naya Baans Road. Police subsequently registered a murder case and recovered physical evidence from the scene, including blood-stained material and the weapon used in the attack.
As part of its fact-finding exercise, a team of Sewa Nyaya Utthan Foundation and Sudarshan Vahini visited the locality, met residents, and interacted with members of the deceased’s family. The Foundation found deep concern among local residents regarding the killing and the impact it has had on the victim’s dependents.
The police have identified a minor named Babu Alam (name changed to protect identity) and two associates as the perpetrators. SNU informed the Commission that, according to information available to it, the accused persons were reported to be absconding after the incident.
The Foundation expressed concern over the delay in apprehending those allegedly responsible despite the registration of a murder case and recovery of physical evidence.
SNU has requested the Commission to call for a detailed status report from the concerned police authorities regarding the progress of the investigation and the steps taken to identify and arrest all accused persons connected with the case.
The Foundation has further sought protection for the victim’s family and requested that they not be subjected to intimidation or pressure during the course of the investigation.
In addition, SNU has urged that the family be provided immediate interim compensation and that appropriate rehabilitation measures be considered under applicable victim compensation schemes.
Copies of the FIR, photographs relating to the case, and other supporting material have been submitted to the National Human Rights Commission along with the complaint.
